Cinema 4D Studio is not free if that's what you are asking. The application can be used for free as a demo and, if you enable the corresponding setting in the trial version, it will even allow you to save the projects that you make, but it will only work for 42 days.
Once that period expires, you will need to contact Maxon Computer (the developer) and purchase the program if you want to keep using it.
