Although sometimes you can install an old application on a newer version of Windows, it's not guaranteed that will also work. Windows 10 has issues with installers of old applications, but if you managed to install it, then the next step is to apply a compatibility tweak. For example, right click the executable file and choose Properties > Compatibility. A new window should appear, from where you can choose various options. Click the drop down menu and select a previous version of Windows (preferably Windows XP Service Pack 3).
Tick the Run as Administrator option and then launch the program. If it still doesn't work, then the program is not compatible with Windows 10.
