Formatting a network drive can't be accomplished by issuing commands from your computer. Instead, you will need to use remote software to control the remote computer. If you want to use a "download and run" application, then Teamviewier is the best choice. Simply install the application on both computers and use one to manage the drives on the other one by simply logging in with Teamviewer client.
If it has Windows OS, you can do this using the Administration tools found in your Control panel, Gparted application for Linux environments and Disk Tools for Mac laptops.
