The disc you have won't be available for installation because the operating system recommended to run the installer on the disc is Windows 3.1. Windows 3.1 was among the first operating systems released for PC, more than 20 years ago. Windows 10 won't give you the possibility to install it, even if you virtualize Windows XP in VirtualBox or a related application.
Basically, it's a very old CD that doesn't have support for modern operating systems.
