Yes, this software is exclusively developed to work only with Toshiba laptops. Even if you manage to install it on your PC/laptop that's different than a Toshiba brand, the software will simply open or give errors and if it will really open, then its usage will be pointless since no Toshiba component is available.
As a general rule, in 90 % of the cases, all the branded apps for laptops only for that specific brand and that's it, at least this happens for hardware-related apps.
