Not necessary. A bad graphics card has other symptoms like many artifact lines on the screen, computer freeze, glitches, etc. In your case, it seems that there is a problem with the driver itself or something which conflicts with the graphic driver. As a recommendation, it is often suggested that the old driver has to be properly removed and then installed with an updated one or a stable one available on the developer's support page. The error you have is strictly related to AMD graphic chips. Please obtain a new driver for your card and install it taking all the necessary steps.
