Yes, after it's installed, you can connect your phone to PC to transfer the photos. When you're connecting the phone, make sure to choose the Camera or MTP mode. For camera, Windows will automatically open the image folder and for MTP mode, you have to browse through My Computer and then the phone followed by the DCIM folder, where the files are stored.
Make sure to use Run as Administrator when installing. This will save you the trouble in case errors are bound to appear.
