I've searched for what you've mentioned here but I couldn't find anything. There are things available for MP3 files from creating the file, conversion, and audio manipulation, but there is nothing about the other term/software you have mentioned about.
I've also tried to understand if the conversion is possible for the terms you've given, but there is nothing available.
