Typically, some applications are locked from resizing and they adjust automatically based on your resolution. Others will have resizing locked and it will display as they are on the current resolution. To resize it, hover the mouse on a margin and then wait until it changes to resize icon. If there is no change, move the mouse to the lower right corner. Additionally, you would have to change the resolution of the screen if it can't be resized.
