How to get the junk off my computer that was added to my toolbar without my permission?

Most likely, you have installed an application which had additional package installation options. They are usually offers from 3rd party applications (driver scanners, toolbars, drive cleaners) and sometimes spam software. This could be the cause to the additional content installed without your permission. Although they are considered spam or unwanted applications you can uninstall them using a tool which handles everything that is related to uninstallation operations, like: Revo Uninstaller, CCleaner or Your Uninstaller!.

All three of them have the ability to completely remove unwanted programs from your computer that have been hidden from your Add and Remove program's list.

Suggested uninstaller would be CCleaner or TuneUp Utilities.
