No, there can't be two staff members working on the same application in the same time because from what I've seen, Shareholders Register doesn't have network capabilities support which means that only one user can access the content at the time. Besides that, each user needs to log-in and the software is one-time session only meaning that only one can use it.
But there is a way still. Install Teamviewer where the program is installed, assign 2 users and teach your staff members to work alternatively instead in the same time.
