If the PC is used locally, then press the PowerON button, but I believe you will have to restart the process, unless Windows Migration Assistant supports the RESUME function.
If the computer is on a remote location, then it requires WAKE-On-Lan enabled, port forwarding configured for IP and an application to send a magic packet. Because this is likely to be possible, you can rather ask someone to power on the PC.
