The product released by Sylvan Software is called SylCount and no, it's not compatible with the latest versions of Windows because the company is out of business and the product hasn't been updated in a very long time. But you can run it in your version of Windows with a compatibility setting application. Right click the setup package and go to Properties > Compatibility. Select a previous version from that list and then tick the Run as Administrator option. This is the only thing you can try in newer version of Windows.
