Can Neual Lab 3.1 be installed with Linux or Mac OS X?

No, the application is not available for installation on Linux or Mac OS X. I have downloaded the package and it's in MSI format (Windows Installer Package). If you want to run it on Linux or Mac OS X, you'll need an emulator. For Linux there is Wine and for Mac OS X is Wine Bottler.
