This is a common error caused by installers. By default, the installer is configured to start at the system startup. If you can't finish the installation, it will remain there. To remove it, go to Start > Run > msconfig and switch to the Startup tab. Locate the Jasc installer in the list and uncheck it. Next time you start your computer, the installation won't appear anymore.
However, try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system. I recommend this to completely wipe the software from PC to install fresh.
