I recommend checking the manual for this modem to see what are the supported SIM cards, but since you said it's a Vodafone one, then it means it has been locked and only Vodafone enabled sim cards will work. If you attempt to insert something else, the software will display that message. You should check with the carrier to see what are the allowed sim cards to be inserted into the modem.
