This is a known issue with the RS232 adapter, because they use the Prolific PL2303 chipset which lacks support for Windows 8 and beyond. This means it's absolutely impossible to install it on your Windows 10 even if you try compatibility mode or disable Driver Enforcement. You still need a compatible Windows version to make it work. I have searched every solution without any actual results.
