This happens when there is an error with the application or the files are corrupted. I recommend you perform a Repair operation using Start > Control Panel > Programs and Features > Uninstall a program. Locate the software in the list and then click Remove, but choose Repair instead of uninstall. Try the software and if it doesn't work, use your setup package to install it again.
