What is IPP Runtime 5.3 doing in my PC? What purpose does it serve?

It's from Intel and is required if you have a development platform from Intel installed on your computer. The Runtime is needed to run other applications from the development platform, but if you believe this was installed by mistake, then I recommend you to remove it from the PC. You can use the normal uninstall method or try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
