It says the program downloaded is for 32/64bit systems, but when I try to install, it tells me that it's for 64 bit systems.

The application is compatible with the following versions of Windows: Windows XP, Vista, 7, and 8.

You can download it using the following link: http://www.test.iobit.net/managemymobile.php

Download the application, then right click the setup package and choose Properties > Compatibility then select Windows 8 from the list.

1st I'd like to ask if your system is 32 or 64 bit OS? I'm assuming it is 32 which is why a 64 bit program won't install. If this is the case you may want to see if they have the program in just the 32 bit version and then try and install it again.
