Content Advisor is usually used to provide information about the pages you are visiting based on a strong database with votes and reviews for most of important websites on the web. If you turn it off you will not be able to stay informed about the potential threat a website is using and such your computer could get infected with different malware. My recommendation is to keep it turned on at all times but if you want to disable it you can go to Internet Explorer > Tools-> Internet Options-> Content Tab and click Disable and restart your browser.
Turning it off is something similar to "removing" because from the moment you will turn it off you will don't even notice that it actually installed.
