This application is not available for public use. It's delivered only to those who attend a certain meeting/convention. Unfortunately, due to the circumstances, the public information about it regarding OS support and system requirements are not available.
This is what it says about the software:
Because of the history and nature of the software, copies of the VT/PSUHM will be issued only to participants who attend all two days of the short course. The VT/PSUHM is not freeware (copyright Penn State 1984-2015, Virginia Tech 1996-2015) and was developed primarily for educational purposes. During its thirty-year existence the software has never been available for purchase. It has always been distributed as a teaching aid in this short course. The participants and their co-workers are welcome to use the software in private practice if they so desire. However, Penn State policy does not permit distribution of the software to parties who have not attended the short course. Any distribution beyond the short course remains exclusively the right of Penn State and Virginia Tech.
