The update for the navigation system is done by the local Peugeot representatives. They are the ones who can access the system and update it with proper tools. However, for newer cars with wireless embedded, the update is applied automatically when it connects to the Internet.
And as far as I know, these updates are usually based on a fee, unless it's specified as being free.
