The problem could be caused by:
A faulty VCD. The VCD is scratched, therefore the reading device has issues accessing the files.
The reading device might have a weak laser, making it impossible to access content on the disc. The scratches on the disc affect this procedure as well.
Remove the VCD, clean it with something extra smooth and use alcohol (used in medicine) to clean the surface of the disc.
