This might be the case of a faulty cable. Try replacing the power supply, or if the scanner doesn't start or get enough power, then it might be a hardware problem related to power supply. I recommend you to visit a local printer/scanner shop. They can diagnose the problem properly and issue a statement.
This isn't a driver problem, since everything starts with the power supply.
