Based on your hosting provider, you can upload only files permitted in the Terms of Service section. Uploading files that are not allowed will violate those rules but basically you shouldn't worry and upload them. If you choose to upload .ttf files for later downloading, then it's ok. If you want to provide Chinese language for you Wordpress, then this can be adjusted from the Settings section in your Administration area.
