Security update #KB316 shows up in my "Programs and Features" list, but when I try to uninstall it, it shows an error and won't uninstall.

Edit: I am running Windows 8.1.

Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.

After that, try running AdwCleaner to make sure that there are no leftover rogue registry keys or toolbars in your system.

This is not a Windows Update, but Revo will take care of it for good. Most likely, the installer is broken and because of that Windows refuses to uninstall it.

I used "IObit Uninstaller" and it worked, surprisingly. I went into the registry myself and deleted the remaining data left over.

What IS Security update #KB316?

I know it's not a real update, but it also doesn't seem to have done ANY damage to my computer.

I really want to know what it is...in case it comes back.

Also, what's the best way to clean my computer of registry errors and viruses for free?

Is "CCleaner" good for cleaning my registry?

Thanks for your help!

I've used CCleaner for a very long time and it works flawlessly. The software cleans the registry items without affecting operating system's functionality. You can use it once or twice per month. As for the KB316, it appears it's from another application installed, because this is not related to Microsoft. Some application might installed it while it performed an update.
