If you can't download files sent through WhatsApp, then I recommend that you change the network you're currently connected. Although WhatsApp requires an active Internet connection, it's known that the application has problems with the data connections provided by carrier because they're filtered, limited, etc. Switch to a powerful WiFi network and then you should be able to download everything you receive on WhatsApp that's sent by friends.
