Customization of OpenClinic GA.

Our government is looking for a hospital management system that will be managing all state hospitals. They approached me and I came across OpenClinic GA. Since it's open source, I am not suppose to sell it to them but I would like to know whether it is OK to charge them for customization?

It is a nice system and it posses all features that they are looking for. Can it be installed on a server machine located at the head office and all other client pcs country wide can connect to the system?

What are other hardware requirements needed for this work?

Yes, the software can be installed and controlled from another location and you can ask money if you have the knowledge to provide support, but you can't sell the product. It's available for installation, and you can charge the clients based on a contract of per intervention whenever they have the need.
