Is there any open source software to create Geopdf?

Unfortunately, there's no open source software available for this operation and TerraGo seems to be a lead platform when it comes to converting PDF to the GeoPDF file format. However, there is an application available as a paid alternative and it's called MAPublisher. Access its official website to find more information.
