According to official information, starting with Java 7 Update 51, you will not be able to run applications that don't have a certificate or missing application name and publisher information. However, if you are sure that this is a trusted application, you can temporary disable the Java protection. To do this, go to Start > All Programs > Java > Configure Java. In the new window, go under Security tab, and move the slider to Medium. By doing this, you will be able to run all Java applications, after a security prompt is displayed. Don't forget to return the slider to the default state after you finished the job.
