I got a problem about connection from my laptop at home to my PC at the office. I can connect from the PC to the laptop, but it doesn't work on the way around, with the error: "A connection could not be established. Teamviewer's not running on partner computer". But in fact the PC is perfectly fine with Internet and Teamviewer is on. But when I bring my laptop to the office then I can connect easily from the laptop to the PC. Yeap, I just can't connect to the PC when I work with my laptop at home (the Internet at home is also fine).

You can't connect from home to your office because of the network settings. This means your office's network is configured to deny all requests from outside computer. Because of that, Teamviewer (although it's running) doesn't accept the incoming connections. You should contact your IT administrator from your office to allow connections to and from your computer then you will have the possibility to connect.
