If your software is restricted from connecting, it means that in most of the cases the problem is at the ISP (Internet Service Provider). If they blocked the application and its functionality, it means that there are some filters and rules in effect. If you try and bypass their restrictions, you violate the Terms of Service.
Contacting them and explaining the problem is an approach.
