Does MGI Photo Suite III work on a new laptop with Windows 8.1?

I just bought a new Toshiba laptop with Windows 8.1 and I need it to edit pictures with MGI Photo Suite III. Other than that I have no use for the laptop if the program cannot work with Windows 8.
