Why don't versions after FF4.7 make files as small as 4.7 using optimal Qual and size settings?

Since v4.7, when I run FF using the Optimum Quality and Size setting (I always convert to .mp4) I end up with a converted file (even from mp4 to mp4) larger than I get using v4.

When I set the start of a video, that's where it starts. When I set the end where I want it to stop. It sets but will not clip the video at that spot. It goes to the end. Can you help me?
