Viber doesn't keep messages and it doesn't delete them if the user is offline. It will keep the message until it will be read. Additionally, you can't rely on the status of the messages, because as they say, if it's delivered, it doesn't mean that the user actually read it. It's also possible you are being blocked by the other user.
