The Viber application is pretty limited when it comes to recording and indeed, the limit is set up at 90 seconds without the possibility to increase it. To overcome this error, simply use the built-in camera and record yourself using the Camera then you can use Viber to send the recorded video. The problem is that Viber uses 90 seconds to preserve file size for quick and easy sending.
