You can use a snip tool and then edit in Microsoft Paint if your computer is compatible with the program. You can download Microsoft paint and then use the selector square tool with the lines and then drag he snipped Chinese characters to the page.

If you're interested in adding flash animations then Flash Vortex.com has buttons you can paste the code for the characters right below the images on your web site.

I assume a download is not available for what you're seeking and that SWIX flash editing tool will not do the trick. Other ways to add Chinese characters to avatar is to sign up to a site with animated characters. If you want to add game characters then YO YO Game Maker or SWIX or a flash file extractor site might help. The Stencyl flash file editor is also good for game sprites and after setting up an account you can make a Sprite and then import to the Stencyl website. Flash CS5 is another choice though it may be obsolete by now.

To add Chinese characters, go to Control panel > Regional settings > Keyboard > Install languages. Add another language and select Chinese. If you want a dialect, you can add it from the same menu, then use the ALT + Left Shift to switch between languages. In Picasa, access the edit mode and select Edit Text. Choose the font and switch languages and then you will be able to add Chinese characters. You can also use DaFont to download and install Chinese fonts that you can use in Picasa.

To install a font, go to Start > Run > fonts. Drag and drop the TTF file into Fonts window and then you can select them from Picasa.
