Unfortunately, in order to make a video call from Skype or Facebook, your Android device needs to have at least ARMv7 processor or a similar one. Since your U670C phone doesn't have such a processor, you can't make a video call. However, the device supports Skype or Facebook. I recommend that you contact the U670C's manufacturer for further information.
