Why is there a shortcut of Central Management System on my desktop?

I have an CMF shortcut on my desktop and the box that opens asks for username and password. I have absolutely no idea what this shortcut is for as well as about usernames or passwords I frequently use. Can anyone please tell me why do I have this shortcut on my desktop in the first place and what programs does it manage?

This application is part of a surveillance system. This means that it's used to control and monitor the streams and webcams attached to the computer (if used). If you don't have any knowledge about it, you can remove it because it's just a shortcut to an online system.

l Thank you very much. l had totally forgotten the fact that l had an IP camera installed downstairs some time ago and the shortcut on my desktop was for it. l appreciate your reply.
