What is this program used for?

I don't recall downloading or installing this program on my computer. What is used for? Can I delete if I don't actively use it or does it work in the background without having to launch the application? When I tried to open the application it "quit unexpectedly" while trying to open. The application is ActiveState ActiveTcl VFS Explorer, Copyright 2012 version 8.5.

This application is a development environment for the Tcl programming language. You can remove it if you are not planing on developing any software with it. It's possible that you installed it by mistake, or it was installed by other program that needed some libraries from it to run.
