Frame rate isn't always the cause that leads to a bad quality video encoding. You also need to adjust the resolution, the bpp color, the sound codec and then the frame rate. Everything above 30 fps is not visible by the eye in movies and the recommended FPS to be used in conversion or video editing is 29.97 fps.
