IrfanView is a small application that shouldn't consume many resources. In order to fix your problem, I suggest you to remove the software using its uninstaller or Add or Remove Programs feature (Control Panel > Uninstall a program) and download and install it again from an official source. Also, when you run the software, press Alt + Ctrl + Delete key combination, open Task Manager and close all unnecessary applications.
