You can download and install the drivers and software compatible with Windows 7 directly from the official web page. Also, as you can see on the FAQ section, if you receive a "Device is not ready" message, you need to press Windows + R key combination, to type Devmgmt.msc and to click OK. Uninstall the drivers from Universal Serial Bus Controllers, connect the USB tuner to your computer and restart the PC. Windows will automatically update the drivers and the USB tuner should be detectable.
