How do I make the Misaki voice in VoiceText TTS NeoSpeech Japanese-Voice work?

It's installed, at least I think so:

In \VT-Misaki I have:

Is something supposed to be extracted in/from Data1.cab ?

You need to install the setup package then restart the application and the voice of Misaki will be available when you select the Japanese language support. Data1.cab contains the files needed by the application. These are usually system files.
