Most of the games provide users for fan kits related to websites making. If you play a certain game (a MMO, for example) you can download the fan kit files that will allow you to make a website for that specific game. Also, you can check for online templates.
Beside these you also need editing tools (Adobe Dreamweaver for the coding part and Adobe Photoshop for image manipulation and slicing). These are not free but you can test them.
