This toolbar is using all my resources and I can't get rid of it. AVG and AdAware don't see it as a virus, but it also isn't in Add or Remove programs. All that is on this computer with Windows 7: Chrome, AVG and AdAware installed and this toolbar.

It's not necessary for a toolbar to be found in Add/Remove programs section. You can delete the certain item from the Extensions list. Just go to Chrome Menu > Tools > Extensions. Locate the toolbar on that list and click the Bin icon. Restart your browser and the toolbar will be deleted/disabled forever.
