Timeout when trying to send mail in Microsoft Outlook.

Usually a timeout error is given when the software fails to communicate with the target server or the server is not responding which could be due to different factors like: permission, filtering, no Internet connection available. In any case, you should contact the administrator of the e-mail server in charge. If it's a public IMAP or POP3 server, then it's a problem with your software and your Internet connection.
