"This is not a qualified HP solution" is a message error that appears when somebody tries to install WinDVD on other device than a HP product. The software was probably distributed under an HP agreement, so the software is licensed only for use on the machine it was purchased with. In this case, the only thing left to do is to contact the developers, in order to purchase an upgrade license for your Dell device.
