I couldn't download version 3.1, instead, I obtained version 3.5 from the official website and it's working just fine. When installing the application, make sure to run the installation package as Administrator. This will give exclusive access rights to the installation process to properly copy the needed files.
Access the following link and save the installation package to your PC then follow the above procedure.
